got city district stuff going with the ol map generator. admittedly I think I put too much time into this part when I should be plopping buildings on the screen. also it doesn't make much sense for the districts to not be along the river line if it goes through the middle of the city so I need to figure out a way to have that be a part of the terrain. plus the river algorithm has a few bugs that need to be addressed too. slow but steady work.
